Portland Multi Unit Item of Importance Currently Under Discussion
The housing committee of the Portland City Council is currently discussing the establishment of a program of licensing and inspecting multi-family properties. Every residential rental property not licensed by the DHHS as a motel/hotel would be included in the program and certificates would be renewed annually with a fee of $10 per unit. Units failing or repeatedly failing would generate a higher level of revenue for the city.
Inspections by a city-certified inspector would be necessary to transfer property. When a multi-family (3 or more units) is sold, an inspection would be conducted prior to the closing. This inspection would have a higher fee amount (unsure at this time how much).
If this passes, it would place a burden on owners and purchasers of multi-unit properties. The inspection scheduling could greatly delay closings. Please contact your representative to give your input on this program which affects so many REALTORS® and their clients.
